RSTLIBBRM Generic Library Enhancement

When using the RSTLIBBRM command with a Library (LIB) parameter generic library value specified, the default BRMS behavior will only restore libraries that currently exist on the system. The default behavior can be changed to additionally restore libraries that do not currently exist on the system with the following PTFs:

Enable new function to allow RSTLIBBRM to restore libraries not currently on the system when doing a generic restore by running one of the following commands.

In 5770-BR1 7.4 run the following commands:

CALL QBRM/Q1AOLD PARM('SETUPFUN  ' '*SET    ' 'Q1ARSTGEN ' '*SYS')   

The last parameter also supports '*JOB' to only affect the current signed on job.

In 5770-BR2 7.4, 5770-BR2 7.5, and 5770-BR1 7.5 run the following commands:

SETFCNBRM ACTION(*ADD) FUNCTION(RSTLIBGEN) SCOPE(*SYS)

The SCOPE parameter also supports *JOB to only affect the current signed on job.
